Guide for the Design, Management and Delivery of Pilots and Trials on the Highways England Network

This guide was developed through consultation with a range of practitioners involved in the delivery of pilots and trials and draws upon international best practice and experience.

It is split into six different stages (Feasibility, Aims and objectives, Innovation and assessment requirements, Implementation, Commission and assessment, and Completion and dissemination) to reflect the activities and issues that need to be addressed through the lifecycle of a pilot or trial. Before you start stage 1 you must get appropriate approvals using the pilots and trials Initiation Form (PT1).

This guide gives advice on the level and type of activities needed at each of the six stages of the pilot and the issues that should be considered in moving forward with a pilot or trial. The following activities also need to take place throughout all stages of the pilot: Project and programme management; Stakeholder management; Procurement and maintenance strategy; and Risk Management.
